Columbus City Council votes to remove red tape for accessory dwelling units

Columbus City Council approved legislation Monday night to streamline the permitting process for accessory dwelling units, eliminating extensive variance procedures that previously made ADU construction difficult throughout the city.

The new code changes allow ADUs "by right" on residential and apartment residential lots, though building permits and special certificates for historic districts like German Village will still be required.

The legislative change reflects a growing national trend toward reducing regulatory barriers for ADUs, which are detached structures on single-family home lots typically used to house family members, elderly parents, or renters.

California homeowners and developers watching Columbus's approach may see parallels to their own state's progressive ADU policies, including SB 9 and other recent reforms that have similarly reduced permitting obstacles.

Clintonville Area Commission Chair Brittany Boulton noted that ADUs represent "gentle density" that can add housing without dramatically altering neighborhood character, a concept that has driven much of California's recent housing policy reforms.

Columbus officials stated the legislation aims to increase both market-rate and affordable rental housing while accommodating population growth.

The policy change comes as cities nationwide grapple with housing shortages and seek ways to increase density without major infrastructure changes.

For California property developers and homeowners already operating under some of the nation's most permissive ADU regulations, Columbus's experience may provide insights into how streamlined permitting processes perform in practice across different regional markets.
