New Report Highlights Success of Policies Legalizing More Homes

A new report from the California YIMBY Education Fund reveals dramatic results from state legislation designed to streamline accessory dwelling unit (ADU) construction across California.

The analysis of policies enacted between 2016 and 2023 shows a 15,000% increase in ADU production, with most units remaining affordable to middle-income residents.

ADUs, commonly known as granny flats, are secondary housing units built on the same lot as a primary residence, allowing homeowners to add rental income or housing for family members.

The report examines seven years of successive state reforms that systematically removed local regulatory barriers that had previously made ADU construction difficult or impossible.

Nolan Gray noted that pent-up demand from homeowners was sufficient to trigger a construction boom once these obstacles were eliminated.

State Assemblymember Juan Carrillo, who authored AB 1332 to further expedite ADU approvals, emphasized that the success demonstrates multiple viable approaches to addressing California's housing shortage.

The findings suggest that local city and county regulations represent the primary obstacle to housing production in California, but that targeted state-level reforms can effectively overcome these barriers.

For property developers and homeowners, the data indicates strong market demand for flexible housing options and suggests similar policy approaches could be applied to other housing types beyond ADUs.
