Scott Wiener passed laws that made it easier to build in California. Can he do the same in Congress?

California State Senator Scott Wiener, known for authoring numerous pro-housing laws that have made it easier to build homes across the state, is running for Congress with plans to bring similar reforms to the federal level.

Wiener unveiled his congressional housing platform in March at a San Francisco affordable housing complex, proposing a mix of federal spending initiatives and deregulatory measures designed to boost home construction nationwide.

Since joining the state Senate in 2017, Wiener has spearheaded California's dramatic shift toward pro-development housing policies, helping pass legislation that overrides local zoning restrictions and streamlines approval processes for new housing projects.

His efforts have been central to the state legislature's embrace of policies that prioritize housing construction over local opposition, a significant departure from California's historically restrictive approach to development.

The transition from state to federal housing policy presents unique challenges, as Congress has traditionally avoided involvement in local land-use decisions and construction regulations.

However, Wiener draws parallels to his state-level success, noting that housing policy was also an area where state government had limited involvement before his legislative efforts changed that dynamic.

For California developers and property owners, Wiener's potential influence in Congress could mean federal support for the kind of streamlined development processes he has championed at the state level.
